Item 1) Meeting Call To Order:
 
A) Roll Call:   Present – Cerf, Ford, Gardner, Poggi

   Item 2) Public Communications:

Item 3)  Approve Minutes:
 
A) Minutes For Regular Meeting of March 19, 2007
 
Motion To Approve: Gardner            Second: Ford              Vote: Unanimous Voice Vote
 
Item 4) District Director Position:
 
        Chairperson Cerf adjourned the regular meeting to closed session.
 
Discussion ensued; applicants were brought before the Board for individual interviews.
 
Chairperson Cerf called the regular meeting back into session and announced that Cathy Kattuah had been selected by the Board to fill the vacant position of District Director.
 
Item 5) Financials:
 
A) Warrants:   Warrant Detail Sheet provided by Director Gardner via e-mail; Minimal discussion required at this time; copy of warrants attached to minutes
 
B) Accounts:   CPA Brooks was unable to attend meeting.  No financial statements were received. 
 
C) Update Audit for 2005 / 2006:  Director Gardner stated that no further communication had been received from the auditor and that this was to be expected due to the heavy work load associated with tax season.  The audit is expected to be completed sometime in May 2007.
 
 
 
 
Item 6) Chief’s Report:
 
Chief Kavanagh reported:
 
A) Operations:  Equipping of Engine 63 continues – should be completed in the next two weeks; Two new Captains have been assigned to the Dobbins / Oregon House CDF station; Battalion Chief Joe Hernandez has been selected to replace Chief Kavanagh; Fire Season will begin approximately May 21st, 2007; Regarding last month’s Board decision to donate 9 obsolete radios to either Yuba College or the California State Firefighter’s Association (CSFA) -  6 of the 9 radios are broken and unusable while the remaining 3 would be donated to the CSFA because Yuba College did not respond to the District’s offer to donate; Captain Joe Klacker has requested a transfer to Marysville City fire.
 
 
Item 7) Fleet Fueling Card:
 
 
  • Chief Kavanagh discussed the need for a fleet fueling card to allow personnel to fuel District vehicles when out of area.

  • Motion to Authorize Chief Kavanagh to Apply for Fleet Fuel Card with the Provision that Chief Kavanagh Return to the Board with a Policy Outlining Rules for Use:                  Gardner

    Item 8) Cooperative Agreement Between State of California, Department of Forestry and Fire Protection and Loma Rica / Browns Valley Community Services District for the Loan of Federal Excess Personal Property (FEPP);  (Air Support Trailer and Generator, standby electrical):

    Item 10) California Government Code, Title 6 Districts, Division 3 Community Services Districts (Section 61000 et. Seq.):
     
     
  • Chairperson Cerf addressed both of the following:  Section 61040, which states that the District’s position of Treasurer may only be held by the agency actually holding the District’s funds, and Section 61050 which states that a Community Services District must have a General Manager and that said General Manager may not be a member of the Board.

  • Chairperson Cerf reviewed suggested changes to the District By-Laws in order to comply with California Government Code Section 61000 et seq.

    Item 12) District Administrative Manual:
     
     
  • Chairperson Cerf reviewed suggested changes to the District Administration Manual in order to comply with California Government Code Section 61000 et seq.

    Item 13) Yuba Rural Fire Districts Joint Powers Authority (JPA):
     
     
  • Director Gardner reported the following: IRS identification number has been obtained; New CDF Emergency Communications Center Chief has been selected; Chipping program has been funded through grant; Director Gardner has volunteered to act as JPA Secretary / Treasurer; Additional phone line has been added to update Resource System;  Emergency Command Center has been secured.

    Item 14) Five-Year Plan:
     
     
  • Director Poggi reviewed draft document

  • Chairperson Cerf amended number of volunteers to “6” and indicated formatting problem on page 4; Director Gardner will be selecting new map

  • Chief Kavanagh updated the search for land – ongoing

  • Director Ford presented several areas he is exploring and hopes to present solid suggestions at the May meeting; Continue to May meeting as agenda item “Volunteer Retention and Recruitment”.

    Item 17) Correspondence

    Item 18) Board and Staff Members’ Reports
     
                Director Ford stated that he is working on acquiring information for future newsletter articles.
     
                Director Cerf announced Yuba County “Outreach” meeting scheduled for Monday, April 23, 2007
    at the Loma Rica Lions Community Center, 6:30 p.m.  The District and various county agencies will be soliciting citizen input concerning hazards within the community.
