Item 1)  Meeting Call To Order:

 

A) Roll Call:    Present –Cerf, Gardner, Kattuah, Stipp 

                                    Absent- Ford

B) Pledge of Allegiance

 

   Item 2) Public Communications:

None at this time. 

 

Item 3) Approve Minutes:

 

A)    Minutes For Regular Meeting of May19, 2008

 

Motion To Approve: Gardner     Second: Stipp    Vote: Cerf, Gardner, Kattuah, Stipp- aye

 

Item 4) Accounting:

 

A) Warrants:   Director Kattuah asked about the two checks to the Department of Forestry and Fire Protection and General Manager Poggi explained one was to the seasonal firefighters and the other check was for overtime to the officers.  The state pays regular pay for officers and the District pays the overtime.

 

B) Financials: The District did not receive any more income from the County for assessments.  The District did receive additional rental income.  General Manager Poggi informed the board that the audit is back on track and should be done by the end of June.

 

Item 5) Chief’s Report:  Chief Hernandez was absent from meeting.

 

Item 6) Fiscal Year 2008/2009 Operations Budget

A)    Board discussed Operations Budget draft as presented by General Manager Poggi.

B)      There were no amendments to the draft budget.

C)      Motion to open public hearing: Gardner  Second: Kattuah.  Public hearing opened at 7:54 pm-there were no public comments

D)      Motion to close public hearing: Stipp  Second: Gardner.  Public hearing closed at 7:55 pm

E)      No amendments to the Operations Budget

F)     Motion to adopt Fiscal Year 2008/2009 Operations Budget: Gardner  Second: Kattuah

 

Item 7) Capitol Facilities Analysis  

A)    The Request for proposal was sent to the attorney and came with only two minor changes.  The districts attorney suggested the consultant writing the Capitol Facilities Analysis to write the ordinance.

B)    A public notice will be placed August 11, 2008 in the Sacramento Bee and the Appeal-Democrat and will run for two days (8/11 and 8/12.)

 

 

   Item 8) Fax Machine Purchase-will hold over to July Board meeting

 

 

Item 9) Fire Shelter Purchase- will hold over to July Board meeting

 

Item 10) Fire Fighter Uniform Shirts- will hold over to July Board meeting

                         

Item 11) Summer Newsletter

 

A)    Summer newsletter was mailed out.

B)    Increase spending authorization by an additional amount of $28.55

 

Motion to approve additional amount of $28.55: Stipp  Second: Gardner

 

Vote: Cerf, Gardner, Kattuah, Stipp- aye

 

Item 12) Current Budget (FY2007/2008)

 

A)    Transfer $1,000 from account #6160 (Insurance) to account #6200 (Office Expense) for newsletter expense and reimbursement of General Manager petty cash.

 

District accountant Deborah Brooks explained that account #6160 did not have the necessary excess funds to transfer to account #6200.  Brooks suggested that interest income account #8000 be increased by $1,000 thus allowing for a $1,000 increase to account #6200 office expense

 

Motion to increase account 8000 by $1,000.00 and to increase account 6200 (office expense) by $1,000.00: Stipp  Second: Gardner

 

Vote: Cerf, Gardner, Kattuah, Stipp- aye

 

Item 13) Correspondence

 

None at this time

 

Item 14) Board and Staff members report

 

Director Gardner announced that he would need to resign from the Board.  General Manager Poggi requests his resignation to be in writing.
