Item 6) Chief’s Report: 

          Yuba County announced that October was Firefight month.  Several volunteers from the district appeared before the Yuba County Board of Supervisors to receive recognition for their service.

          Chief Hernandez announced that he would be transferring to Redding in a month.

 

Item 7)      Classification of District Water Systems

A)    Clarify definitions:  There was no discussion as Chief Hernandez did not have information.

B)    Discuss emergency water tank valve fittings: At the last JPA meeting it was discussed that every hose is to have 4 ½ ” fitting and that no one uses them and that a 2 ½” fitting is used.  The county/state code for non-pressurized tank is 4” stub for drafting purposes.  Chief Hernadez informed board that structure engines come with the appropriate adapters and the LRBV district has the proper fittings.

 

 

  Item 8) Capitol Facilities Analysis

         

A)    Update:  General Manager Poggi informed board members that everything is going well.  The consultant with Capitol Public Finance plans to meet with Chief Hernandez before he leaves.  The consultant should be ready soon to present to the Board.  Captain Robinson and volunteers have put together a complete inventory list of equipment for the consultant at Capitol Public Finance.   

 

 

Item 9) County Service Area 16

The District has learned that the new land that was purchased on Marysville Road is in CSA 16.  There is a large drain in front of the property that needs to be cleared occasionally.  The county is requesting the district to pay $28 annually for them to clear drain.  This fee is not mandatory.

Item 10) Yuba County Local Agency Formation Commission (LAFCo)

A)    Update: The local LAFCo has only received three resolutions from the special districts.  Some of the special districts have requested a representative from LAFCo to come explain the process.

 

Item 11) High Sierra Resource Conservation & Development Council Cooperative Agreement

 

A)    Captain Steve Robinson informed board that most of the data is in and has been forwarded on to Yuba County.  Chief Hernandez will need to meet with Dennis Pooler to find out what is missing.

 

 

Item 12) District General Manager

 

A) Motion to set General Manager compensation at $20,000 annually:  Stipp  Second: Ford                 

  Passed: unanimous voice vote

 

Item 13) Correspondence- none

 

Item 14) Board and Staff members report

Chairperson Cerf and Director Stipp will be absent from November meeting.  Due to lack of quorum the November meeting was canceled.

 

Motion to cancel November meeting: Ford  Second: Kattuah  Passed: unanimous voice vote
