MINUTES

 

 

Item 1)   MEETING CALL TO ORDER:

 

A) Roll Call:  Present – Battaglia, Ford, Kattuah, Stipp

                                 

B) Pledge of Allegiance

 

  Item 2) PUBLIC COMMUNICATIONS:

None at this time.

 

Item 3) MINUTES:

 

A)    Minutes for regular meeting of December 15, 2008

 

Motion To Approve: Ford    Second: Kattuah  Vote: Battaglia, Ford, Kattuah, Stipp- aye

 

Item 4) Accounting:

A) Warrants:    No discussion at this time

 

B) Financials:  Deborah Brooks informed board that in account #2000 there is a portion of money for gas that should have been paid before the last drop in June 2008. District has received some direct assessments from Yuba County in the amount of $144,390.

 

C) Audit- The audit for FY 2007-2008 has been completed and was handed out to Board of Directors.  General Manager Cerf informed board that we finished our three year contract with Jensen-Smith.  Options now are to stay with Jensen-Smith or put out a bid for new auditors.

 

Item 5) District Director Position- closed session

 

      Chairperson Stipp adjourned the regular meeting to a closed session at 7:50 pm.  Meeting was called back to order at 8:11 pm.  Chairperson Stipp announced that Harry Barajas was chosen for the open director position.

 

Item 6) Chief’s Report: 

          Chief Ken Hughes is on vacation.  Captain Wendye Stuller reported on behalf of the chief that the department responded to 383 calls last year, of which 70% were medical calls. The department currently has 12 volunteers.

 

Item 7) Admin Manual

A) It was decided that now the District has a general manager, there will only need to be one petty cash account.  General Manager Cerf will make the changes to the admin manual to state: “The District has established a petty cash fund in the amount of two thousand dollars ($2000).

 

B) Motion to create one petty cash fund: Ford Second: Battaglia  Vote: Battaglia, Ford, Kattuah, Stipp- aye

 

 

 

  Item 8) Umpqua Bank Letter

A)    Board was advised that General Manager Cerf will provide letter to Umpqua Bank removing General Manager Silvio Poggi and Fire Chief Joe Hernandez and add Chairman Dave Stipp, Fire Chief Kenneth Hughes and General Manager Susan Cerf as new signatories to Petty Cash account.

 

Item 9) GIS/GPS

Update- The state stopped selling the bond that was funding the grant for this study.  There will be no further disbursement of grant money at this time.

 

Item 10) Correspondence

The Development Impact Fee Study will be presented to the Yuba County Board of Supervisors on Jan 27, 2009.  General Manager Cerf and Chief Hughes will be present along with Richard Alvarado from Capitol Public Finance.

 

 

Item 11) Board and Staff Members Report

Director Ford announced that Oregon/Dobbins station is having their grand opening on Sat January 24, 2009
