A) Minutes For Regular Meeting of February 16, 2008

Item 4) Accounting:
A) Warrants: Warrant Detail Sheet provided by General Manager Cerf via e-mail; Chairperson Stipp inquired about payment to Deborah Brooks. General Manager Cerf explained that the additional $200 was $50 per month for January/February payroll, plus $100 for the set up of payroll for the District. General Manager Cerf also explained the two different warrants to The Department of Forestry and Fire Protection as the first warrant being for Fire Personnel and the second warrant is for administration costs. The District has always received two separate invoices. Warrant to L.N. Curtis and Sons was for replacement hoods and gloves. Hoods were replaced due to an upgrade in standards. The replacement of gloves was for the ones the Department has that have worn out. The warrant to Physio-Control Inc was for EMT supplies that are considered consumables that needed to be replaced.
B) Financials: No discussion at this time about financials; accountant Deborah Brooks was absent.
Item 5) Chief’s Report: New Battalion Chief Tena Anderson will be coming on board week of April 8, 2009. It was reported that Captain Wendye Stuller and Captain Steve Robinson have been assisting with the command center as well working their regular shifts.
Item 6) General Manager’s Report
General Manager Cerf attended the Fire Safe Council meeting. At the meeting it was reported that the General Plan for Yuba County is moving forward and the council is about a year away for their new vision. The Yuba county Fire Planner is still in position, but the county is considering incorporating the position into other departments with in the county. Chairperson Stipp voiced is concerns that the District be pro-active in regards to keeping the Fire Planner position as is. In regards to the GIS grant, bonds will begin to sell again in June. Atwood Insurance will do an appraisal on April 20, 2009 for the building and liability insurance.
Item 7) Newsletter
A copy of the newsletter was provided to all Board members. The layout and copy was approved with a few minor changes. Jacki Poggi will send newsletter to printers to be produced and mailed out.
Item 8) Station 63
Yuba County suggested that District should proceed with obtaining an Encroachment Plans permit to be able to satisfy the CUP requirements. General Manager Cerf has spoken with Julio Tinajiro with Milestone and he will be putting together with costs for the Encroachment Plans permit. General Manager Cerf will be following up with Milestone and keep the Board informed.
Item 9) Discuss 5-Year Plan
Board reviewed the 5-year plan and okayed changes to be made on pages 1 and 3.
Item 10) Replacement of SCBA’s
The Department needs to replace 4 SCBA (self contained breathing apparatus), three for E62 and one for the water tender. The SCBA’s that were on these are out of NFPA compliance and there are no upgrades available. The cost to replace the SCBA’s is $4,646.88 plus shipping and tax.

Item 12) Board and Staff Members Report
Curtis Willigas of Hallwood district would like to meet with LRBV District board members next month to discuss the possibility of sharing resources of LRBV and District 10 for Las Quintas coverage.
