MINUTES

 

 

Item 1)   Meeting Call To Order:

 

A) Roll Call:    Present –Battaglia, Kattuah, Stipp 

Absent- Barajas, Ford

B) Pledge of Allegiance

 

  Item 2) Public Communications: Hal Stocker spoke to the board about Yuba County’s General Plan with regards to the population in Yuba County.  Yuba County General Plan is trying to plan on how many people will be moving into the area in the next 20 years and where will they live.

 

Item 3) Approve Minutes:

 

A)    Minutes For Regular Meeting of May18, 2009

B) Minutes for Station 63 committee meeting on May13, 2009

Item 4) Accounting:

 

A) Warrants:    Chairperson Stipp questioned phone bill for station 62.  The district needs to maintain a phone at this station should any of the volunteers need to call out while there.

 

B) Financials: Accountant Deborah Brooks informed the board that there will be some changes to the financial reports and how they will be handled.  She is required to place a statement across the bottom to say “Management Report Only.”  The financials will now be sent to General Manager Cerf, who will then send them out to the board members.  There were still some questions regarding the fuel for the fire station.  Deborah will need to find out from Captain Robinson if Calfire is paying fuel or if the District is to pay for it.

 

Item 5) Fiscal Year 2009/2010 Operations Budget- First Draft

A)    Board members reviewed Fiscal Year 2009/2010 draft budget.

B)    There were changes made to the following accounts: Projected Assessments, Radio Expense Purchases, Equipment Purchases and Equipment Reserves.

C)    Motion to Authorize General Manager to make a public notice for the 2009/2010 budget: Kattuah  Second: Battaglia

Item 6) RESOLUTION 2009-01  REQUEST AND AUTHORIZATION FOR THE COUNTY OF YUBA

TO COLLECT THE LOMA RICA / BROWNS VALLEY COMMUNITY SERVICES DISTRICT BENEFIT ASSESSMENT FOR FISCAL YEAR 2009 / 2010

Motion to adopt resolution 2009-01: Battaglia  Second: Kattuah 

Vote: Battaglia, Kattuah, Stipp- aye  Absent: Barajas, Ford

 

Item 7) Chief’s Report

Captain Stuller informed  the board that the fire chief position is still open.  Captain Stuller also reported that the fire season is upon us and that the Amador Contract will start in October, earlier rather than later.  She also reported that there could still be some more maintenance issues, due to having more volunteers.

 

 

Item 8) General Manager’s Report

 

A)  General Manager Cerf reported that Yuba County has requested that all the district board members sign a new yellow card.  She also requested that all future meetings in regards to Station 63 provide her with and agenda and the meeting minutes.

 

Item 9) Hallwood Station: no discussion at this time.

 

Item 10) Station 63:

A) Alvarado Consulting Proposal:  Motion to approve consulting proposal for help with Station 63 from Alvarado Consulting: Kattuah  Second: Stipp Vote: Battaglia, Kattuah, Stipp- aye      Absent: Barajas, Ford

B)    Discuss Grant Funding for new Station-none

C)    Mowing:  Motion to hire Henry Estrada to mow Station 63 property: Kattuah  Second: Battaglia Vote: Battaglia, Kattuah, Stipp- aye      Absent: Barajas, Ford

D)    Initiate board action as deemed necessary: none

 

Item 11) Loma Rica Lions Foothill Blues Festival:

A)    Discuss having a booth with Volunteer Firefighters and an engine:  Board decided to have a booth at the Blues Festival.

B)    Initiate board action: General Manager Cerf to contact Deb Burlingame for a booth.
